Applying to join the CSP arrangements

The Civil Service Pensions Division (CSPD) of the Cabinet Office manages the CSP
arrangements on behalf of the Minister for the Civil Service. This means that we manage
the admissions process and are responsible for deciding whether a new organisation
meets the requirements for joining the CSP arrangements.

Government Departments and agencies that are staffed by Civil Servants have an
automatic right to join the CSP arrangements. The pension arrangements are also
open to non-civil Service staffed organisations, such as Non Departmental Public Bodies
(NDPBs), if they meet the CSPD policy on eligibility for entry.

NDPBs cannot apply directly to CSPD for admittance to the arrangements. A Government
Department must represent, or 'sponsor' any NDPB that wishes to join.

Applying for Admission

If, on behalf of your government department, you are thinking of sponsoring a non-Civil
Service organisation, you should, before applying to CSPD:

  1. Visit http://www.civilservice.gov.uk/about/public/appointments.asp and review the
    guidance provided if you are responsible for setting up an NDPB
  2. Check with the Workforce Pay & Pensions Team in HM Treasury as to which public
    sector scheme(s) would be most suitable for the organisation you are representing.

  3. Ask your legal team to check that the business tenets of the body in question fit the criteria listed in
    Section 1 of the Superannuation Act 1972.
